The government wants to get the checks out to people quickly, and as John pointed out, it could be spring, maybe even late spring, before taxpayers get the checks. Economists seem to have two worries: will the money get out quickly enough to boost the economy, and will people actually spend the money? So, Betsy Stark joins us again tonight. Betsy.


Well, Charlie, economists we spoke to today say this isn’t a perfect plan, but it is a good enough plan. And if it can be enacted as quickly as it was negotiated, it could make the difference between a slowdown and a recession, or a short recession and a long one. Most economists say aiming 100 billion dollars in tax rebates at low and middle- income consumers is one of the strengths of today’s deal, because those Americans are likely to spend it and spend it soon.


A study of the last major tax rebate in 2001 showed that roughly two-thirds of consumers spent the money within six months. on our website, ABCNews.com, we asked people how they would spend a rebate now. There are so many ways that a rebate check would help, a woman from Griffin, Georgia told us. It could buy a month’s worth of gas and a month’s worth of groceries, said another in San Jose.


That kind of spending would help the economy, but viewers from Lincoln, Nebraska to Linville, Virginia told us they would use it to pay bills. Economists say Americans who use their rebate checks to pay bills or to save or invest may help themselves, but they won’t be helping the economy. As for the other pillar of the plan, a bid to boost business spending through tax breaks, some economists say it’s not as efficient as putting cash in consumers’ pockets.


What businesses most need right now are more customers, and without them they will be reluctant to ramp up spending even if they get a tax break along the way. Some economists say today’s plan leaves out what they argue is the most efficient way to goose the economy: extend unemployment benefits. People without jobs are almost sure to take the money and spend it on basic necessities.


One study says every dollar spent on unemployment benefits generates $1.64 in spending - the biggest bang for the stimulus buck by far, Charlie, and we may hear some more discussion about this one. All right. Betsy Stark, reporting tonight.
