제 목 : A Plan to Reduce Flight Delays
Well, anyone who has flown in the last few months knows the problems and frustrations of America’s air travel system. The government has announced today that it has a plan to change the way planes fly into and out of some of the busiest airports in the country. The plan would directly affect more than 128 million passengers who use the airports in the New York area and Philadelphia each year.

The FAA says its plan would reduce delays by 12 million minutes. If that’s the case, and if some of those minutes saved are yours, that’s big news. Here’s ABC’s Lisa Stark. You only have to look at the long lines at airports and an image of planes in the skies at midday today to see how the system is in gridlock.

The FAA says its plan will reduce delays at four of the nation’s most delayed airports: Philadelphia, Newark, and New York’s Kennedy and LaGuardia. It’s a massive airspace redesign that stretches over five states. Under the plan, planes, which now have to take off single-file, will fan out in different directions, speeding up departures.

It’s like taking a single-lane road and turning it into a super highway to ease traffic. For arriving aircraft, they’ll get in position for landing twice as far from the airport as they do now, allowing for a straighter shot to the runway.
-- The delays in the New York, New Jersey, Philadelphia region will be cut by approximately 20 percent. That’s tremendously important for anyone flying through and around that area.

The plan will also reduce delays in bad weather. More departure routes from airports mean pilots will have greater flexibility to steer around thunderstorms. Altogether, the changes, which won’t be fully in place until 2011, will save airlines 248 million dollars a year largely in fuel costs. But the loudest protests come from those in neighborhoods who say the new flight paths will bring noisy jets overhead.

-- The flying public will not notice any change at all, but the people in this neighborhood will see a lot more noise and be miserable.
And we talked to a number of aviation analysts today, who say this move by the FAA is simply a minor tweak to a system in need of a major overhaul. The FAA agrees much more needs to be done but it insists this is a step forward. Charlie.
